This seems to be a .NET Framework bug with translucent windows (like the monitor fading overlays) when tray notifications show up. You can work around it by doing the following:

Open the Windows 10 Settings app

In the search box type "System" and click "Show All Results"

Click on the result called "System" that has a blue monitor icon next to it

In the System Properties control panel, click "Advanced system settings"

Click the "Settings" button that's in the Performance section of the System Properties window

Disable the "Animate windows when minimizing and maximizing" option and click OK

Click OK again

Test it out now, the blinking should be gone

Hope that helps!
