I dropped two tiny images to help you understand better this. It's bit hard to explain, but easy to reproduce:

1) enlarge vertically taskbar on primary display to facliltate 2 rows of tasks
2) start-run-services.msc
3) disable themes service

Now look at your second display and you will notice that tasks are taller than on primary display and that you can't have two rows of tasks.

This is important for Windows 2008 server users where themes are disabled.

FEATURE (THAT WOULD SOLVE PROBLEM TEMPORARILY)

May I define height of the task (button) on the 2rd taskbar so that I can have two rows of tasks there as well ? I don't want to enlarge height of taskbar as then it wouldn't look same as on primary display.

If themes are disabled you need to find correct way to calculate task button height.
