I think that simply adding vertical and horizontal wallpaper scaling instead of just one value for both would solve the problem allowing me to manually move a wallpaper where I want it. Of course adding the "avoid the wallpaper being covered by the taskbar" checkbox would be better, but vertical scaling should also do the trick.
