Ok, strange! In this scenario: "Selecting Chrome from the taskbar of Display 1 opens it in Display 2," was this after closing Chrome on Monitor 2? What if you move Chrome back to monitor 1, then close it, and launch it from the taskbar on monitor 1?

Yes, Chrome. It appears the other shortcuts on the taskbar work properly (including MS Edge) so I think the issue is with the Chrome shortcut. FYI I'm on a HP Spectre running Win 10.

I've found a workaround but wanted to give you the information JIC.

The taskbar shortcut target: "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe"

MY TESTING RESULTS
When no Chrome instances are open:
Selecting Chrome from the menu of Display 1 opens it in Display 1.
Selecting Chrome from the menu of Display 2 opens it in Display 2.
Selecting Chrome from the taskbar of Display 1 opens it in Display 2. <--the problem
Selecting Chrome from the taskbar of Display 2 opens it in Display 2.

When Chrome is open on Display 1:
Selecting Chrome from the menu of Display 2 opens it in Display 2.
Selecting Chrome from the taskbar of Display 2 opens it in Display 1. <--perhaps a clue

When Chrome is open on Display 2:
Selecting Chrome from the menu of Display 2 opens it in Display 2.
Selecting Chrome from the taskbar of Display 2 opens it in Display 1. <--perhaps a clue

Which program are you running into this issue with? Is it a web browser?

When I click on a taskbar icon in Window #1 (my computer monitor), it opens the program in Window #2.

Once I have an instance of the application open, CTL+N works fine & opens the window in whatever screen is selected.

Notes:
- I have "Move newly opened application windows to the current monitor" selected.
- I think this may have been impacted by a recent update to Windows 10.

Any ideas?
