I have the same issue with Chrome, but it also happens for multiple other programs including Outlook. It only happens on my non-primary taskbar on my second monitor, and only when minimizing windows by left-clicking their icons on the taskbar, then clicking on them again to restore them.<br/>
<br/>
When you do that, the specific window will restore-down to its unmaximized size then stay that way until you hit the maximize button again. It also only happens when the same window is clicked twice in succession, meaning that no other window was clicked in between the two clicks on its taskbar icon. This only affects windows that were maximized from the start of trying to minimize them.<br/>
