I broke this down into sections.

CPU:
My CPU is a 4930K. It is beyond what any software would recommend and works decently for video editing as well. My CPU usage is normally at about 10%, which is pretty high considering it is just running video wallpaper when compared to other video playback software. The Windows Movie app takes 0.1% CPU usage to play a 1080p video. Windows Media Player takes 0.5% CPU usage to do the same. Still 10% is not the concern.

Windows 10:
I had a Windows 10 update recently and since then it now takes 30% of my CPU usage. This percentage of course goes up if I have more than one video playing. I disabled the application hooks, WMI Polling, and set DisplayFusion to run as low priority. I restarted DisplayFusion and it had no impact on the CPU usage.

1080p Resolution:
The video playback is in 1080p. Both the video and the monitor match this resolution so I would not expect there to be a lot of video manipulation needed for playback.

Suggestions:
The multi-monitor taskbar is already disabled. I have attached the logs. What do you suggest?
