This is kind of hard to describe in text (I'll try to upload a video later), but after doing a clean Windows 10 installation, the cursor is no longer sticking to the same point on the window when holding and dragging it.<br/>
<br/>
I've found the best way to reproduce it is to open a bunch of little windows in a small area (for example: a file's properties, permissions, ownership, etc.) and then drag another window around that bunch.  After doing this for a few seconds, the cursor is in a different position relative to the window being dragged.<br/>

This is with the following Window Snapping settings:<br/>
