There isn't a way to prevent the monitor IDs from changing unfortunately, this is something that Windows does automatically based on connector type, etc.

However, you can use DisplayFusion Wallpaper Profiles and Monitor Profiles to help with this scenario. Basically, you'd setup two separate Wallpaper Profiles for each configuration, and two separate Monitor Profiles. You can then assign the Wallpaper Profiles to the Monitor Profiles.

When you power on the TV and things are messed up, just load the Monitor Profile that includes the TV. It will set everything up the way it should be, including the wallpaper.

More info on Monitor Profiles here: https://www.displayfusion.com/Discussions/View/working-with-displayfusion-monitor-profiles/?ID=5f41fdbd-bb4f-4052-8de2-a34e47468ec0

Hope that helps!

The basic situation is this:
Primary Monitor (1 in DF Monitor Settings) connected via HDMI.
Secondary Monitor (2 in DF Monitor Settings) connected via VGA to DVI adapter.
Television connected via HDMI to DVI adapter.
The television is only detected as a monitor when it is powered on, but at that time, it is detected as monitor 2 in Monitor Settings, and my secondary monitor is shunted to 3 in Monitor Settings. This effectively ruins any monitor or desktop profiles that were running at the time. Displayfusion is trying to put desktop backgrounds sized for my secondary monitor onto a gigantic flatscreen, moving the secondary to monitor 3 and changing its virtual position to the opposite side of my main screen, making mouse continuity frustrating, etc. Please help.
