It doesn't remove the titlebar, rather it just makes the window full screen without removing the titlebar.  Also I want to remove the titlebar regardless of the window size.

<description><![CDATA[Yep! On the Settings  Compatibility tab, add a rule with the "Disable TitleBar Buttons (this application)" option enabled.
You can put multiple applications in the same rule by separating their paths with a pipe symbol, like this:
*excel.exe|*notepad.exe|*calc.exe
