I doubt this is possible, but what I want to do is set the monitor behavior to the native 1980x1080 but slightly scale it down to the specific size that shows up on screen.
I did see the overscan, underscan, and I'll likely take a look at that next.

The taskbar needs to be on a monitor edge.

It sounds like you're trying to fix an overscan problem with the monitor. Have you already checked the NVIDIA Control Panel to see if overscan is enabled there? Also check the monitor's settings itself in the menu. Some monitors/TVs have options for the "picture size" or "scaling," and there will be options like 16:9, 1:1, Just Scan, etc. What you want is Just Scan or 1:1, or something along those lines.

One of my monitors doesn't display correctly no matter what setting I try, so I was hopeful that I would be able to set the specific resolution and padding necessary to display correctly, however nothing seems to change when I click apply.
Any assistance or explanation of what's going on would be great. ]]>
