I looked further into solutions (outside of the software) after posting this while waiting for a response, and I don't know when NVIDIA added this (or maybe I'm just blind), but they added a "resize" feature which, while doesn't do exactly what I wanted to do, it did fix the issues I was having at the time. I doubt this is possible, but what I want to do is set the monitor behavior to the native 1980x1080 but slightly scale it down to the specific size that shows up on screen.<br/>
I did see the overscan, underscan, and I'll likely take a look at that next.<br/>

It sounds like you're trying to fix an overscan problem with the monitor. Have you already checked the NVIDIA Control Panel to see if overscan is enabled there? Also check the monitor's settings itself in the menu. Some monitors/TVs have options for the "picture size" or "scaling," and there will be options like 16:9, 1:1, Just Scan, etc. What you want is Just Scan or 1:1, or something along those lines.<br/>
