Add my vote to the "ignore monitor splits blacklist / whitelist"! I had to figure out what thread to cast my vote on

I've been trying every combination of "compatibility" settings and app-specific settings to get this to work, and it's hit or miss.

This isn't about games for me, but Adobe Creative Suite software. Primary monitor is high-density, a simple vertical split gives me essentially two monitors for browser-based activity (G Suite apps on one, general internet the other) and then two other monitors for other desktop apps or video. But I want InDesign, Photoshop, Dreamweaver, etc. to use full-screen on the primary monitor (I like to see all my necessary palettes open... they're always up to something). Sometimes it works, sometimes the app is full-screen, but only half of it is visible, or behind a browser window in a split, but when I minimize that, I see the desktop. This is probably TOPMOST related, but I digress.

I'm trying to use vmware horizon VDI client on my workstion with NVidia surround enabled which is split into 3 displays by displayfusion. I also have a 4th display that is in portrait and not associated with the nVidia surround.

When I try to maximize the horizon client, it should become a full screen app using all displays, however it just maximizes to fill the split monitor the original window was in.
Only if I move the client window to the 4th monitor and maximize it there does it use the "full screen" mode. I suspect this issue will also be a problem with Microsoft Remote Desktop client.
I have the compatibility enabled to handle the Horizon client as a full screen application, but when I do that, it just maximizes the window to fit the entire 6840x1920 desktop space of my combined monitors when I try to enter the fullscreen mode. I also have the setting to ignore full screen applications enabled.

This issue seems to be an issue with "fullscreen windowed" programs including some games.
