Issue seems to be more apparent on Outlook. If I click the title bar then the monitor selector the often the selector window appears briefly then disappears. A reboot fixed the issue somewhat, it monitor selection still flashes and disappears about half the time, the other half it works as expected. Before I rebooted it disappeared every time. When I click the Monitor Selector in the title bar it shows the monitors and then goes away, I can't select the monitor to move the window. I just noticed this in beta 4.
