For the Aero colour thing, the first option is indeed disabled. Do you have the "Set colour automatically" option enabled in the Windows 10 Personalization > Colour settings? For the other issue, can you check to see if you have the "Aero Colour Mode" option enabled on the Settings > Options tab? If so, disabling it should fix that up.
