I am not entirely sure what happened. I had done reboots before without fixing the problem so I don't think that's it. But there has been a Windows 1809 cumulative update and an Nvidia driver update, and I'm not seeing the problem anymore.

I don't have an exact timeline but I believe it started happening with Windows 10 1809. Whenever the wallpaper switches the mouse cursor starts to lag like it's on ice. Windows Explorer reloads its desktop icons (they flash all white then come back). Dragging a window loses the lock on the window and it freezes in place.<br/>
<br/>
I'm using an Nvidia 1080 Ti and an Intel 5960x. There's no apparent peaks in CPU or GPU use during the lag.<br/>
<br/>
I have my wallpapers set to load random from a NAS over a network share.
