As for images that don't have the EXIF data, we do have an open feature request to be able to flip, rotate, or mirror wallpaper images. I've added your vote to it.

I always use Fit Best and Maintain Aspect Ratio (Clip Edges), and my monitor setup is a 1920x1200 landscape plus a 1200x1920 portrait. Generally my second monitor doesn't have much on it, so I take care the wallpaper looks nice. ]]>
