The taskbar on monitor 2 will not show all windows-rather it always shows relevant windows.  My display adapter is ATI Radeon 5700 and I am running Windows 7 64 bit with Windows 7 Basic screen saver.  I have changed the screen saver to Widows 7 Aero and the problem still occurs.
