Not sure if its Murphy's law or user error but it is now working. I was always trying to toggle by using the title bar menu, which never worked for IE11 but did for other apps. I created a key combo for "always on top" and that worked for IE11. When I then tried from the title bar again, it now works for IE11. When I remove the combo and restart IE11 it stops working again.

I'll keep playing around with this and try a few more things. Looks like it works if you use the HotKey, or if you add it as an actual TitleBar Button and left-click it, but not if you try to activate it from the TitleBar Button right-click menu.

I've added this to our list, and we'll let you know when we've gotten it fixed up.
