Doesn't look like 7 Taskbar Tweaker is related, but the good news is, I've been able to reproduce this issue here. For me, it seems to depend which window does have focus. For example, if Internet Explorer is the currently active window, the unfocused scrolling works fine. But if Solitaire is the active window, the unfocused scrolling seems to scroll twice as far as it should.

Just wanted to update you on what I found, and to let you know that now that we can reproduce the issue, we should be able to get it fixed up
