To enable it, enable the "Move newly opened application windows to the current monitor" option on the Settings > Window Management tab.

This does not happen if you search for a program via the start menu and click the icon that is displayed.

It also does not happen if you middle click a window on the task bar to open a new instance. Windows open on the monitor where an instance was last closed on instead of the monitor they were launched from. ]]>
