3 desktops have the problem and 1 it works correctly. All desktops are built with the same image. On the ones with slow startup, magnify.exe also starts slowly (the same 20-30 seconds).

Using ProcessMonitor, it looks like the process starts, exits, and then 18 seconds later restarts,. I'm wondering if maybe the root certificates and/or CRLs on your Internet-less systems are out of date and causing the slow launch. Could you try installing the latest Windows 7 Root Certificate Update (December 2012)? I've posted both the 32-bit and 64-bit installers on our server:

Even starting task manager is slow to start ( again 15-20 seconds) when starting from the app, but it displays immediately when starting from the task bar. Check for updates is disabled. The actual functions don't have any response issues. Is the lack of an internet connection the issue or something else? ]]>
