The functionality to restore windows after monitor wake is just not working properly for me. I have two monitors, one DisplayPort and one dvi.
I followed the instructions and posted about this issue.
https://www.displayfusion.com/Discussions/View/automatically-save-and-restore-window-positions-on-sleepresume/?ID=fa98975e-e4ed-45de-afe0-fafad56c7a83

I am going to take a different approach. There are certain apps which I always want to be opened on the secondary monitor. Is there a way to move these windows to the secondary monitor based on each window's title or something that identifies the app and its window? I want this to happen upon monitors wake up.
