Adding a compatibility rule for alternate mouse scrolling did not help. I was trying to scroll the contents of the preview pane.

With IE11 having focus in a window, or in the address bar, Outlook will not scroll. I have this bug on our list with yours and Marc's info, so we'll be sure to let you know as soon as it's fixed up! I did notice one workaround, that selecting the tab, or address bar in IE then allows you to scroll other unfocused windows. With IE10 having focus, unfocused scrolling does not work in other applications, including Outlook.

With IE10 not having focus, unfocused scrolling works in IE10.

With other applications having focus, unfocused scrolling works in Outlook 2013 and other applications.

I've found if the window in focus is IE, nothing will background scroll.
