Can the move window button be moved a bit to the left??

Yep! On the Settings > Compatibility tab, you can add a rule for Chrome and use the "TitleBar Button Offset" values to move them. Negative values will move them to the left.

Doesn't seem to have helped. The Chrome button is in the same place, after a restart. Here is a screenshot of the settings page, including the mouse hover.

Is the Chrome window maximized, or restored (non-maximized)?

I generally use it maximized, and that's what I've been reporting. Now that you mention it, the button is displaced to the left in the non-maximized configuration. Is there a way to do that in the maximized configuration, besides manually enlarging the window?

Yep! In the Compatibility rule you created, there's a second value for TitleBar Button Offset (Maximized). If you set that as well, it should mvoe the button for both maximized and restored states.
