I have monitor 1 at resolution 3840x2160 and desktop scaled at 150%
the second monitor has a res. 1680x1050 which has the same scaling.

Is it possible to have both monitors have a different scaling e.g. the second
one at 100%

It's not possible to do this in Windows 7. In Windows 8.1, Windows tries to guess at the scaling levels itself, but doesn't always do a great job. In Windows 10, you can set the scaling level independently (and manually) for each monitor :)
