I'm using windows 10, and I've had issues with the taskbar not minimizing, and staying over top of most programs on that screen. Most of the time, it's on my 2nd monitor, but occasionally it does it on the first monitor too. I've made sure that "auto hide taskbar" is check (unchecking and rechecking doesn't help).
