Not sure if it's the recent v9.5 upgrade or the recent Windows 10 v1903 update, but Displayfusion no longer changes my Aero color based on my wallpaper anymore (Or if it does it's no longer affecting the task bar) Windows just keeps defaulting to Light Mode and giving me a near white taskbar

Open the settings app (Winkey + i) and click on Customisation then Colours.
Check if the standard for Windows is set to dark or light.

Alan is correct, if the Windows theme is set to Light, the taskbar won't be affected by the theme "accent" colour. Hopefully changing that to Dark fixed up your issue, but if not, please let us know.
