Where do I find these items as I can't seem to find them in settings anywhere?

Change: New Function: Launch Application
Change: New Function: Frame Windows 8 Metro Application (creates a window for the Metro app and allows you to use it on the normal desktop)

The "Launch Application" Function is in the "Function Action" drop-down when you create a new custom Function.

The Metro app window one is in the "Window Management" section of the built-in Functions list.

I see the Launch App now.
As for metro all I see under Window Management is Send Windows Store (Metro) app to desktop window. I can enable this with hot key but how is it supposed to work? When I setup hot key for this and have app open and use hot key nothing?

Ah, forgot to mention, it only works in Windows 8 at the moment. Microsoft completely changed the back-end architecture of the Metro app windows in 8.1, and we haven't gotten them sorted out yet. That will hopefully be coming soon though :)
