So this is broken. Again. I believe it was caused by Microsoft screwing around with it on their end which in turn broke your implementation.

Anyway, if I try to fullscreen a youtube video from chrome, the (display fusion) taskbar covers the bottom part of the video, i.e. stays on top. This only happens with display fusion taskbars, the windows one on my main monitor behaves as expected. I do have several monitors, but it breaks in any combination I tried (on secondary, on physical primary (which is split into two) when fullscreening from either of the two virtual monitors).

If I "Reset All Taskbars" it breaks the windows taskbar in the same way so it now behaves same the the display fusion ones, except I can fix it by restarting explorer.exe.

I've tried selecting and deselecting "Show taskbar in front of full screen applications when they lose focus" with it being broken either way, not that it should matter. I've also tried selecting and deselecting "Allow taskbar reloading while full screen applications are running" with the same result.

Since resetting on your end breaks the windows taskbar, I believe the bug is due to Microsoft fuckery, perhaps they changed how taskbars work and display fusion expects them to work differently.

If you manage to fix this, I promise I'll never update Windows 10 again, I never end up with anything but pain anyway.
