Unfortunately not, but one thing you can do is setup a Window Location rule to open all new windows on the monitor where your mouse cursor is. That way, unless there's a Window Location rule forcing a specific application to a specific monitor, it will use the "current monitor" by default. That should prevent any new windows from opening on the 4th monitor. I've attached a screenshot for reference.
