Is there a way to add a custom toolbar to a DisplayFusion-managed taskbar, with shortcuts to launch specific apps (different than pinning), just like with the original Windows taskbar?

There isn't a way to do that, no. Windows doesn't provide any APIs for adding toolbars to the taskbar. Sorry!
