You could create a Trigger rule that sets a specific size/location, and have the process path in the rule be so that it matches everything.

There's no way to disable only the network/volume icons from the taskbar, but you can disable all of them by right-clicking the taskbar and navigating to Multi-Monitor Taskbar > System Tray Icons > Disabled.
