I reinstalled df on win7x64 but when right clicking the primary display taskbar it shows the default windows dialog instead of a df options....maybe I'm remembering incorrectly but I thought right clicking on task bar regardless display worked the same

Right click and DF options will only show up on the secondary monitors. To access the DF options from your primary monitor just right click on the DF icon in the notification area.
