This is on Windows 8.1.u1 x64 Professional with 3 monitors (3-1-2) with monitors 1-2 spanned and monitor 3 separate wallpaper.
In Beta 8, a "Load from URL" error message is issued when "Load next image" is selected from a DF taskbar right click menu.  My wallpapers are stored on disk.  The wallpapers do change even though the error is issued.

Attached is a debug log where I performed a "Load next image" and the error message was issued.
