Me windows 11 enterprise, managed only by myself, no admin controlling anytrhing., IUt used to work, maybe it was my earlier win10, not sure. I cjecked my group policy setting as another thread said to check and no go for its advice.
Running as administrator weirdly also did not work, same error.
I did the compatibility troubleshooter built into windows, it asked me to try it after it did some wizardry, and holy crap, it worked. It does now have UAC prompt fr higher permissions, not sure what it did, but smooth sailing now. For the record, I updated to the newest version of DF first and that didnt work either so quite happy the windows tool fixed it.
