Every time I want to change wallpapers, I am getting the Windows 11 message saying, "do you want to allow this app to make changes to your device?" Is there any way to disbale this? What am I doing wrong? Thanks your any advice.
Do you have DisplayFusion installed in the Progam Files folder? It should be auto elevating if it's installed to that path.

I used the default installion location. I will have to check because I think I ended up with a steam license and install after trialing the software. Would a steam installion cause this type of issues? Thank you for the info on the installion folder location. I suspect this is my issue with my installion through steam.

Do you have your UAC level set to "Always Notify"?

No I do not. I believe I have found the issue. Somehow the displayfusioncommand.exe was set to run with admin privileges. Since turning that off I have not had any issue with UAC.
