Whenever I attempt to view a flash video full screen spanned across two monitors by activating the flash video full screen screen button (not by activating the F11 key) it maximizes to only one monitor and then the "span across all monitors" function (using the assigned key combination) does nothing.

If instead I activate the "span across all monitors" function first then attempt to activate the flash video full screen button (not by activating the F11 key) it only maximizes one of the monitors. The other monitor remains with the previous spanned window picture.

What do I need to do to be able to watch flash videos completely maximized across my two monitors?

Unfortunately DisplayFusion can't force full screen videos to span multiple monitors. If your video card supports monitor grouping (like NVIDIA Surround or AMD Eyefinity), you can set that up to have the monitors treated as one large display so that full screen videos and games will span the monitors.
