Anyway I can make a hotkey to bring up my taskbar when I have a fullscreen application open been looking around for it but couldn't find anything

You dont say if its the primary or secondary taskbar you want to show/hide and I am assuming you have it set to autohide.
Until one of the devs answer the question you could try this:

just my main middle one whenever i have a game up i dont have it auto hide or hide at all but when i open fullscreen games and stuff i wanna be able to get my taskbar up over the fullscreen app

This might be possible with a scripted function, but typically, full screen games will minimize when they lose focus. If you assign a key combination to the "Prevent Window Deactivation" function on the Settings > Functions tab, run that key combination when your game is full screen, then press Alt+Tab, does the game stay on the screen, or does it minimize?
