I am using Beta 10 (after going back from Beta 11) and have the option checked for "Allow mouse wheel to scroll windows under the mouse cursor that aren't focused." I am finding that it is typically not working unless I actually click on the window to change the focus. Is anyone else having this issue? Is there a fix?
