My TV got #1 and my main monitor #2. I have arranged and chosen monitor as primary but some application still use the # and start on my tv such as FPS overlays and some games.
There isn't a way to change the monitor IDs with software, no. They're set by Windows based on the connector types. If you're able to swap the cables on the video card, then the IDs should change in Windows.
