I had a chance to test this out, and unfortunately it seems to be a bug with Outlook. DisplayFusion's Window Location can't help with it because it only moves the windows when they're created. Since you're using "Switch User" instead of "Log Off", the window isn't actually closed and reopened when you log back in.
It seems that most other applications will go back to the correct screen when using "Switch User" but not Outlook for some reason. However, the behaviour of the windows is the same even when DisplayFusion is not running.
Do you need to use the "Switch User" function? Or would "Log Off" do the trick for you?

I willl continue to use switch user but I can live with the issue.
