I am running Office 2010 beta on Win 7 Pro 32bit and do not experience this problem with DF 3.1.9. I have the "Move to second monitor" button displayed by the rest of the buttons on all the office apps as well as the startup splash screen.

Unfortunately, the Office 2010 splash screens are now regular windows, that look like regular office windows (to DisplayFusion). I also only get the buttons with the Outlook splash screen. I can't risk trying to remove them, as it would affect other windows inside Outlook as well, sorry. :(
