I have dual monitors displaying a pair of "live" webcams that update every 15 minutes. I would like to upload these new images every 15 minutes to my wallpaper. Is there a way to do this ?

Are you able to access the webcam feed via a URL to an image? If so, you can use the "Load from URL" source, and specify the URL to the image. If you enable the "Enable Desktop Wallpaper Slideshow" option, you can then set an interval for how often it will refresh the image.
