As title, the secondary taskbar always shows over top chrome being fullscreen, with videos this covers a lot of the controls and makes it unusable.
Some more info: I was on 9.7, and I've also tried the 9.7.1 Beta 4 that was linked in a similar thread about a possibly related chrome issue.
