Greetings. Is there a way to create a rule so that if I move a program from monitor 1 to monitor 2 it will open in a specific location different than the location on monitor 1 and vice versa?
There isn't a way to say "if window just moved and it's on this monitor, move it here." However, you could create Custom Functions for the different locations, then set hotkeys on them or add them as TitleBar Buttons.
