Monitor Configuration > Splits and Padding the action completed when selecting Horizontal Split is creation of a Vertical Split on the selected monitor. When selecting Vertical Split a Horizontal Split is created on the slected monitor.

The behaviour of the split buttons is now functioning as expected. Edit: Seems this is back to the old behaviour now.
