This is a reletively new problem for me, the taskbar on my second monitor gets covered by any application that gets maximized to that monitor. This error occured after a power outage, and I have not been able to resolve it since then.

Nevermind, I was able to fix this with a couple restarts, and toggling Auto-hide on then off again.
