I was having a problem in Photoshop CS4 where once I dragged a "panel" to a different location, it became "frozen" in place and couldn't be moved. Turns out that the problem is the TitleBar Buttons feature in DisplayFusion Pro. (I'm using version 3.1.8.) Once I added Photoshop to the Compatibility list (unchecking TitleBar Buttons), the problem was resolved. I'm documenting here in case it helps someone else.
