is there a way or going to be a way to set it so every new window created is forced to the primary monitor and not some random other screen? also, whatever screen a certain app is on, any popups that that app creates stay on that screen?

say on my primary screen i empty the recycle bin, well the confirmation popup will end up shooting to the other screen having to mouse over and close it... so if we could have all the apps on whatever screen open on their respective monitors would be awesome!
