Good day. Just wanted to check if it is possible to set the 'Window Snap Distance' to zero?

I don't know what your picture is... but zero means you've turned the feature off. It will snap at 0px and unsnap at 0px. It will do nothing.

This option will show up under 'Settings > Window Snapping > Window Snap Distance (Pixels)'.

Currently the minimum value that you can set is 3.. if I try to set it to less than 3, it will just stay at 3.

You don't seem to understand. A value of zero is the same as turning the feature off.

If I try to set it to zero.. it just reverts back to 3.. it doesn't accept any value less than 3..

What are you trying to accomplish?

I can assure you that you don't want to set this value to zero. It makes no sense. The program disallows you from doing so for good reason.

Whether or not values of 1-2 should be disabled is another discussion. But the fact that you're trying to set this to zero means you don't understand what the settings does. Please explain what you're trying to make happen.
