When I use CTRL+Win+Up or CTRL+Win+Down, it just behaves as if I am pressing Win+Up or Win+Down. Does anyone know how to adjust this? Thank you.

Thanks, much appreciated. If you are interested in UX feedback on that, I find top-side and bottom-side quite confusing. It sounds like putting the window in the bottom-left / top-right, etc. corners. May I suggest:

Snap to top of monitor
Snap to bottom of monitor
